Can anyone help me identify this cushion tire safety? Would like to acquire copies of literature. Also need fenders and chain guard.

I will keep looking for information for you. Have you looked on the very top of the "T" junction of the handlebars? Rudge would stamp information there.
The frame gusseting also looks like a JUNO brand.

No markings on T junction. What era were the hingeheads produced?

Hinged steering heads were used on high wheel bicycles and then were the first type of steering used on hard tire safeties. They were on the earliest Rover hard tire safeties circa 1885. They were on various other makes until circa 1894 when the ball bearing cones and bearing cups took over in popularity and have stayed that way since.
