What is this PTS bicycle?

Anyone know what manufacturing company, country of origin, years made and model this curious PTS bicycle is? Looks like there's no chain stays or rods connecting crank bracket to the rear hub axle mounting ears or maybe they are there but hard to see due to the poor quality of the photo? If no stay rods exist, how is this possible for frame strength with chain tension pulling crank bracket and rear axle together and also the weight of the rider causing torqueing of the frame on bumpy roads?
I can't tell if those are 28" or 30" diameter pneumatic tires.
Richard Smith, you might know about this bicycle?
